What We Do Not Insure
At Progressive, we offer commercial auto insurance for almost all business types, vehicle types and business situations. However, there are some businesses and vehicles that we can't protect while maintaining a high level of quality and service.
In these cases, we can refer you to a local independent agent who can check with several different companies to help you find the commercial auto insurance protection you need.
Please note: We continually update this list, but there may be some omissions. Please contact us to find out whether a Progressive Commercial policy is the right choice for you.
Locations where we don't sell insurance
We do not insure businesses whose vehicles are garaged in Washington, D.C. or anywhere outside the United States. We also do not insure businesses with a foreign mailing address, including Canada.
Business types we don't insure
Progressive does not currently offer commercial auto insurance products for the following businesses:

Lease or rental of vehicles, including:
- Car rental companies
- Truckers leasing vehicles to an unlisted third party
- Contractors who work out of state for more than 90 days in any six-month period

Door-to-door group sales
- Door-to-door sales are acceptable as long as the number of people traveling in the vehicle is no more than one.
- Embassies and diplomats
- For-hire debris removal
- For-hire passenger transportation
- Transportation of prisoners, reform school students or agricultural workers
- Transportation of children on a regularly scheduled route, such as school or day care pickup and/or drop off

Tours in vehicles, including:
- Sightseeing tours
- Jeep tours
- Towing operators that earn more than 25 percent of their income from repossession work
- Truck driving schools
Vehicle types we don't insure
Progressive does not currently offer commercial auto insurance for the following vehicle types:
- Double-decker buses
- Emergency vehicles

Exhibition vehicles, including:
- Monster trucks
- Race cars
- Farming tractors
- Golf carts or golf cart-type electric vehicles
- Military vehicles (Pinzgauer, Unimog)

Unattached mobile equipment, including:
- Power shovels
- Cranes
- Rollers
- Forklifts
- Vehicles requiring a placard
- Vehicles using repair plates

Vehicles that are not street legal, including:
- Any vehicle not licensed for the road, such as some motor scooters, off-road vehicles and closed-course race cars
- Wheelchair buses
The following vehicles cannot be insured by a Progressive Commercial auto insurance policy, but they can be insured under a personal auto insurance policy with Progressive:
- Three-wheelers
- Four-wheelers
- All Terrain Vehicles (ATVs)
- Dune buggies or kit-type vehicles
Vehicle use we don't insure
Progressive does not currently offer commercial auto insurance for the following vehicle uses, regardless of the business or vehicle type:
- Tow trucks that derive more than 25 percent of their revenue from repossession
- Vehicles used as a residence or living facility

Vehicles that are open to the public, including:
- Carnival rides
- Mammogram vans
- Bookmobiles
- Bloodmobiles
- Construction/contract trailers
- Party buses
- Vehicles that realtors loan to their clients to use when moving or viewing houses
Other things we don't insure
Progressive does not currently offer commercial auto insurance for the following:
- Businesses that travel cross country or otherwise exceed our radius of operation limits, such as long-distance truckers
- Businesses with freight forwarder filings
- Businesses with more than 20 vehicles or more than 40 vehicles and trailers
- Businesses hauling cargo that requires a placard

Vehicles with dealer or transport license plates
- Dealer or transport license plates are acceptable if the only vehicles on the policy are tow trucks and/or sales cars.
